Use UUID as default Keystone token format

Keystone changed it's default token format to UUID in Juno:

    https://bugs.launchpad.net/keystone/+bug/1350000

This default has also been updated in puppet-packstack:

    https://bugs.launchpad.net/puppet-keystone/+bug/1372991

Unfortunately, packstack is still defaulting to the PKI format. The default in packstack should change to match the other components.

    Use UUID as default Keystone token format

    Keystone and puppet-keystone have both changed the default token
    format to UUID in Juno. Packstack still defaults to the PKI token
    format. Packstack should have the same default as the other
    components.
