Ensure we correctly configure WebPreferences required for pointer media queries

Bug Description

content::WebPreferences has several members that are used by blink for the pointer and hover CSS media queries:

- available_pointer_types
- primary_pointer_type
- available_hover_types
- primary_hover_type

These are currently set in Chromium using functions from ui/base/touch/touch_device.h, the Linux implementations of which rely on ui::InputDeviceManager which isn't wired up in Oxide.
