LocationBarController::contentOffset should always reflect what is displayed

Bug Description

oxide::ChromeController will override the cc::CompositorFrameMetadata supplied by the renderer in order to force reveal the location bar, if the renderer becomes unresponsive. However, we don't shift the content in this case, but LocationBarController::contentOffset does update in a way which suggests that the content has been shifted.

Actually, the content does shift, but that probably isn't the correct behaviour
