Add API for console logging to WebFrame

Bug Description

content::RenderFrameHost has an API for logging console messages, which I am going to use in something else that I'm working on. These messages are available to the same consumers as messages logged via console.log (so, WebView::javascriptConsoleMessage and devtools).

It would probably be nice to expose this API via WebFrame, so that applications can log messages of their own.
