Bug Description

As commented at https://bazaar.launchpad.net/~oxide-developers/oxide/oxide.trunk/view/head:/shared/browser/oxide_resource_dispatcher_host_delegate.cc#L99, download requests initiated from a POST request are simply not handled.

An example page that triggers such a download on a POST request is http://convertonlinefree.com/ImageToPDFEN.aspx.
