Initial downward scroll using touchpad is too fast

Bug Description

After opening a tab in the Browser app on the desktop which can be scrolled, I find that the initial downward scrolling speed is much too fast when using a two-finger slide on my laptop touchpad. This causes me to unexpectedly skip large amounts of content. Scrolling up and subsequent downward scrolls go at the much more reasonable expected speed, however.

Using the M10 tablet with OTA10.1

I find vertical scrolling can get away from me at any time, not just initially.. Take a long site like twitter com. To scroll vertically I have to maintain contact and drag slowly.. Eventually I fail and the movement is seen as a flick, at which point 30photos go past in an instant.

There needs to be a way to slow this down.
