WebContextMenu / WebPopupMenu position should be offset by the locationbar offset

Bug Description

Oxide has the ability to control the application's locationbar height, and it takes care of offsetting the content position and input events. However, it doesn't offset the position provided to WebContextMenu or WebPopupMenu implementations, and it should.
