Bug Description
In rtm krillin image 269 (OTA3 candidate), the web browser cannot zoom out to show full web pages unless they are specifically designed for mobile devices. I think this may be a side effect of the fix for bug 1429135, since this is brand-new behavior.
Steps to reproduce the issue:
1. Open the web browser app.
2. If it's not already there, go to start.ubuntu.com.
3. Try to make the entire search widget fit onscreen at once.
Expected results: Pages will be zoomed out by default, to fit the full page width. If not, the user should at least be able to manually zoom out.
Actual results: Zoomed in by default and cannot zoom out further.

If I'm not mistaken, this blocks the release of OTA3.

Further the zoom-level for the ubuntu start page, e.g., and selected other pages is not the normal "full-page" view to begin, not possible to zoom out as described here.

Confirmed with oxide upgraded to 1.6.2 on a vivid install (latest vivid-proposed image, #180).
This is likely not a side effect of the fix for bug #1429135, but a consequence of the various changes to viewport handling in oxide 1.6.

As a side note, start.ubuntu.com should be made mobile-friendly, I filed bug #1442514 to track that issue.

This should probably be oxide-qt instead of webbrowser-app, but LP isn't returning anything when I search for oxide-qt and try to target the bug to that project.
