Bug Description
Whilst we run the tests with WebContext.dataPath set, we don't ever verify that the correct storage location is used for persistent data. Nor do we now run any tests without any dataPath set - we should run some basic tests that exercise the various storage mechanisms when WebContext.dataPath and WebContext.
