Bug Description

QuotaPermissionContext is not implemented on the oxide side, so when triggering a call to it (and up to the ContentBrowserClient) a nullptr acces triggers a segfault:

As discussed, we should implement a stub QuotaPermissionContext for the 1.4 branch to fix the crash (without adding the API)
