client.py should run gclient whenever gclient.conf has changed

Bug Description
Currently client.py will only run gclient if the current Chromium checkout is out-of-date (the revision doesn't match the latest in the remote repository, or the value specified in gclient.conf).
However, it should run gclient whenever anything in gclient.conf is changed (eg, if changing custom_deps)
