In a power failure event, we observe that br-ex (no physical interface attached) does not come back online after a power cycle. This causes routes to not be installed into FRR.
Steps to resolve:
ip link set br-ex up
restart ovn-bgp-agent
Request to change - set the link of br-ex to up during service startup.
