Ignore Bridges where Interface is down

Hey,

we need more bridges and need one bridge to be down. We use it to connect networks to our EVPN fabric via vlans. Right now if a bridge mapping exists, but the interface is down, the whole sync will fail and abort with an exception.

I've created a patchset to remedy this and instead issue a warning for that interface. If wanted I can open a change request for it. Or would you prefer a different behaviour?
