I might need more info to understand if this is really an issue in overlay scrollbar or a fauly app that I can't fix if not blacklisting it

All Lazarus based applications are affected, and starting applications with LIBOVERLAY_SCROLLBAR=0 bypasses the issue.

yes, issue still exists in Oneiric as of 12 Oct 2011.
