Bug Description
Binary package hint: overlay-scrollbar
I think it's not -
When opening the window no pager is visible until cursor enters the window
Then it shows, stays visible while scrolling with mouse scroll wheel or touchpad scroll area
As soon as you stop scrolling it disappears, resume scrolling and it will not reappear
To make it show again the cursor needs to be moved in any direction - process is repeated every time scrolling is stopped
Now it the thumb is used the pager stays visible all the time, so the only purpose to the fade out is when cursor leaves window is seems little to gain for above loss

To clarify from above
"Now if the thumb is used the pager stays visible all the time"
- the pager never fades when using the thumb until after the thumb fades, you can start, stop, restart the thumb with the pager staying visible the whole time
