Scrollbar stays on top after closing window

Bug Description
I've seen this happen only in xchat.
If I use the overlay scrollbar in the ban list window and then close it, the overlay scrollbar continues to show on my screen
The button shows the pressed image when I click on it, but is not functional
It only goes away a few seconds after I close xchat.
