overlay scrollbar thumbs not hidden if different window has focus

Bug Description
It is possible for two windows to be close enough, that they both trigger the display of the scrollbar thumbs. The background window is only able to determine when to hide the thumbs if the mouse leaves his window or if the mouse moves far enough inside his own window. If a different window is on top, however, and the mouse is in the top window, the bottom window never turns off the overlay thumbs. This is difficult to explain. I hope the attached screencast explains the issue better.

All the issues we have (coming from X11) are really annoying. Unfortunately sometime we are missing events from X11, and that is causing all those issues
