I have seen several sections which use only project, or only tenant, or a mix; these uses should be reviewed to ensure the proper term is being used.
For example the Networking resource policy engine uses tenant, however it could be viewed as a user (that could create multiple projects). If this bug is validated I will grep -rni tenant\|project and post results to this bug so that whoever takes the bug can go through them.
