Bug Description

jaeger client is ofering ability to set tags to use as process-wide tracer tags.

Those keys-values should be passed as in the config map.

The proposal is to introduce new option under section [jaeger]

```
[jaeger]
process_tags = tag1=key1,tag2=key2
```
