Feature Classification Framework

Move Nova's support matrix framework into Oslo Spinx so that all project would be able to use it in their own implementation of Feature/Support Matrix

The feature classification matrix will provide information about plugins and the features they support. Acts as a launching point for users to ready about the intent of the matrix before reviewing the matrix to find features and plugins that meet their needs.

The File(s) that should be moved over to oslosphinx:

Modify the above file to be generic for all projects to implement.

Closing all open bugs now that the library is deprecated and no longer supported.

This work is being done in a new library instead of in oslosphinx.
