oslo.utils 1.4.1 is being used in stable/kilo

The title of this bug is terrible sorry.

oslo.utils 1.4.1 was release today to unlock several stable/juno issues. Sadly this version is also valid in stable/kilo

I apologise for not seeing that.

This has resulted in:

https://review.openstack.org/#/c/224429/ is the kilo g-r change to ban 1.4.1

That may not be the correct solution but it's the best I can think of right now.

Once that merges tag that as 1.4.2 and then get gate should be fixed
