oslo.config mutate config don't really work when worker!=1

Bug Description
Hi,
When the ProcessLauncher uses more than one worker, the mutate config feature doesn't really work as excepted because all children processes got a SIGTERM, when SIGHUP is sent.
Only the master process will see it's configuration mutated, children processes are restarted...
