neutron-ovs-agent fails to start on Windows due to Linux-specific imports

Currently, the neutron-ovs-agent service cannot start on Windows, due to a few Linux-specific imports. [1][2]

    Avoid importing Linux specific modules on Windows

    oslo.rootwrap currently imports a few Linux-specific modules, which
    means that any services importing oslo.rootwrap modules will fail to
    start on Windows (e.g.: neutron-ovs-agent).
