PrivContext cannot be used on Windows

Bug Description
oslo.privsep has some Linux-specific functionality (os.fork, socket.AF_UNIX). Trying to use oslo.privsep on Windows can lead to some errors. For example, os-vif modules cannot be used on Windows, as they use oslo.privsep. [1]
Setting PrivContext's client_mode to False is a solution to this problem, the wrappers will simply do nothing.

This issue was fixed in the openstack/
