user content for policy file format is in the contributor section of the docs

A lot of the content about how rules work and the rule syntax from https://docs.openstack.org/oslo.policy/latest/reference/api/oslo_policy.policy.html should move somewhere into the user section of that guide. That probably means moving it out of the source code and into the doc tree.
