Bug Description
All other middleware can be configured by both oslo.config file and by paste.ini file. Healthcheck seems to be the only middleware that is exclusively configurable via paste.
This is more important in projects such as keystone that will not allow default configuration to be shipped via paste.ini.
healthcheck should be able to be configured via oslo.config conf file.
