User documentation is missing for the healthcheck middleware

Bug Description

As raised during the Vancouver ops monitoring session [1], operators would like to use the healthcheck middleware but it isn't clear how to configure it.

I got a healthcheck url working for glance after much trial and error. However, its not clear of how I can make a healthcheck test a set of things and return success/failure depending on the state of those things. IE do I have access to the database, can I reach/interact with my dependent services?

I assume coded is needed in the services to test this stuff? IE it seems like it's not (and most likely can't be 100% bolt on).

I see there is now fairly substantial documentation for this at https://docs.openstack.org/oslo.middleware/queens/reference/healthcheck_plugins.html Does that address the needs of this bug?
