Bug Description

The tox functional test is skipping the failover test due to an uninitialized environment variable:

{0} oslo_messaging.tests.functional.test_rabbitmq.RabbitMQFailoverTests.test_failover_scenario ... SKIPPED: TRANSPORT_DRIVER is not set to a rabbit driver
