Bug Description

The 'get_transport_url', 'get_notification_url', and 'iniset_rpc_backend' devstack functions have been updated to add a virtual host parameter.

The following plugins must be updated in order to deal with the new virtual host parameter:

devstack-plugin-zmq
devstack-plugin-pika
devstack-plugin-kafka
devstack-plugin-amqp1

This appears to be done for kafka and amqp1, and the zmq and pika drivers are either deprecated or gone at this point so I'm not concerned about them.
