Bug Description
This is a feature request for oslo messaging's RPC client to support "backing off" on timeout errors. This behavior has been implemented in neutron [1] as a wrapper, but this is generic behavior that others could benefit from so we'd like to get such support directly in oslo.messaging.
A WIP has been proposed [2] to oslo for some time, but recent versions of the patch haven't gotten any feedback. In addition, Ihar (neutron team) got confirmation from the oslo folks during the PTG that they'd consider this for Pike. This bug is to track that work.
While I don't mind driving the patch [2] to completion, olso developers are welcome to take it over if that's more productive.
