Socket option TCP_USER_TIMEOUT does not exist on Windows

A recent commit [1] introduced socket timeout. The socket option it tries to set does not exist on Windows. This breaks all the OpenStack drivers and services running on Windows (including nova-compute, neutron-hyperv-agent, ceilometer-polling, cinder drivers, etc.) and the Hyper-V CI as well. The mentioned commit is included in the 4.6.0 release and it has been backported to stable/mitaka.
