No possible values listed for "notification_driver".

The Dev and Deployment docs both omit the possible values for "notification_driver" option.

The value provided in installation guide and configuration guide for Nova is so out of date that it doesn't exist in Nova's code anymore.

Since the deployers may not be devlopers, I think it's really important to provide possible values along with every options in config file.

We keep oslo_messaging 1.8 settings in the config-ref for kilo. The updated help string will be added for liberty.
