Bug Description
I recently noticed said logging to appear periodically and frequently in different OpenStack processes. I *think* this doesn't offer actionable information to admins and can be safely removed.
This is the log for the Neutron metadata and DHCP agents when idle:

Remove 'UNIQUE_ID is %s' logging
Different OpenStack processes log that line when idle, but it doesn't
offer actionable information to developers or users. Ideally process
logs should be silent when idle, even in debug mode.
