When try to install oslo.log in CygWin 64bits failed pyinotify dependency

Bug Description

Hi,

When I install in CygWin 64 bits a package that has dependency for oslo.log, then failed:
pip install -v --upgrade python-neutronclient

Exist a workaroud for this, or howto fix it?

Fails with the following error:

I'm guessing that is the problem?

I dont known if is this, but, in the past the openstackneutron package is working (another old version)

Can be this?:

Im using Cygwin 64 bits, not windows.

Well, oslo.log was added to python-neutronclient requirements.txt in April 2018, which in turn is requiring pyinotify:

 pyinotify>=0.9.6;sys_platform!='win32' and sys_platform!='darwin' and sys_platform!='sunos5' # MIT

Are you even able to install oslo.log ?

Hi,

Only is a requirement for Linux, because inotify is only for Linux.
For win32, cygwin, darwin, etc, not need to install oslo.log
Its missing: and sys_platform!='cygwin'

Cesar - so it looks like this issue only applies to oslo.log and not neutron then, since we are just depending on it. Perhaps you could just propose that requirements change there, or someone from the oslo team can?
