Bug Description

The oslo.limit Enforcer currently has an attribute that references a python global containing a keystoneauth connection. It would be nice to not have to have use globals, but still keep connections relatively low in deployments with concurrent Enforcer objects.

This was discussed during a group code review of the current oslo.limit implementation [0].
