lower-constraints job broken with postgresql 10

We're seeing this in recent lower-constraints jobs: "Error: could not determine PostgreSQL version from '10.6'"

According to https://github.com/psycopg/psycopg2/issues/594#issuecomment-331172198 this was fixed in psycopg2 2.7, but we're only requiring 2.6.2 right now. We'll need to bump the lower-constraint to fix this.

I'm not sure what to do with the stable branches though. Need more discussion on that.

    Bump psycopg lower-constraint to 2.7

    Earlier versions don't work with postgresql 10, which is now showing
    up in distros.
