sqlite_db option is unused

There's an option in oslo.db for sqlite_db, but as far as I can tell it's unused. It should be removed.

By having this config option registered, it shows up in the keystone conf and keystone doesn't use it either, so it's confusing to our users.

You can set the file that sqlite uses in the connection string, so not sure what this would be used for anyways.

I think we can use parameter 'deprecated_for_removal' to deprecate this config option. will remove it when all consuming projects don't use this config option.
