lockutils is a silent noop when called as a module

Bug Description

In incubator, lockutils was a callable module that was used to wrap unit tests that needed a lock_path set. This was changed to be a console script entry point in the library, but if a project continues calling lockutils directly it will silently do nothing, which led to issues such as the one mentioned in https://review.openstack.org/#/c/131416/

We need to raise an exception when lockutils is called directly so that this can't happen anymore.
