os-win does not support oslo.config generator

os-win defines and uses a few configuration options, but does not export an entry point that the sample config generator and sphinx integration can use to document those options. See https://docs.openstack.org/oslo.config/latest/cli/generator.html for details.

    Add oslo.config entry point

    This change will allow generating a config sample using the
    oslo.config generator.

    Generating an os_win config sample may be requested by using:
    oslo-config-generator --namespace os_win

    Add config sample to os-win docs

    This change adds an automatically generated config sample to the
    os-win docs.

    The config sample is generated each time the docs are built, using
    the oslo.config sphinxconfiggen extension.
