Hyper-V failures while creating serial console ports

While an instance is created, serial console ports are set up. Setting up the serial console ports can randomly fail, resulting in an instance is ERROR state. Retrying the called "modify_virtual_resource" method will result in success. This error can be encountered on systems which are not up-to-date with their updates.

    Adds RetryDecorator for modify_virt_resource

    jobutils' modify_virt_resource can fail while setting up the
    VM's serial port connection. This can cause random failures while
    running tempest. Retrying the operation will yield success.

    Adds oslo.service as a dependency in requirements.txt
