kurryer renamed the job os-vif uses

the kuryr-kubernetes-tempest-daemon-octavia job was renamed to
kuryr-kubernetes-tempest-octavia-py36

as a result we do not have a kuryr-kubernetes job on os-vif.

before readding a kuryr job we should find one that is more stable as the
kuryr-kubernetes-tempest-daemon-octavia job proved to be quite unstable.

the new job should initially be added as non-voting (min 4-8 weeks) after which
we can decide if it should be voting again.

i think we should wait to train to re add the job but if patches are propsed before the non client lib freeze next week ill review them
