Bug Description

In some environments, if the upper-constraints file is not joined to the "-c" option in tox, the following error is raised:
Could not open requirements file: [Errno 2] No such file or directory: ' https://git.openstack.org/cgit/openstack/requirements/plain/upper-constraints.txt'

    Fix upper-constraints link in tox file
