Bug Description
today os-vif uses ip tools and iptables via process untils for the linux bridge and ovs plugins.
this spawns a new shell for every invocation and repeatly dumps the ovsdb into
memory which is both ineffecient and slow.
it would be desireable to evaluate existing libarys to replace process utils going forworad
to reduce this overhead.
