Bug Description
ethtool_opts should be configured for SRIOV-VF.
In SRIOV, PF and VF can have identical ring buffer or any other options.
However, os-net-config can accept ethtool_opts for SRIOV PF only.
SRIOV-VF can accept its own ethtool opts for it.
So, os-net-config should be able to configure ethtool_opts for SRIOV-VF.
