Bug Description
In os-net-config, sriov_config service has the dependency
After=systemd-
Before=
Some of the 3rd party vswitch providers does not follow the regular ovs db and vswitchd splits and it is implementation specific. But in general the openvswitch.servce will be used as base even for the 3rd party providers.
So moving the dependency from ovs-vswitchd to openvswitch make sriov_config.
