Bug Description
Hello,
the os-collect-config doesn't respect logging parameters supplied from the command line.
Like: --log-config-append or --log-file.
Actually any parameter that can be supplied via oslo-log (use journal etc)
running on fresh Debian 9 image built from diskimage_builder with os-agents.
(os-collect-config version 8.2.0).
