oslo.config requirement is not following global requirements

Bug Description

During devstack's ./stack.sh different version of oslo.config are loaded when services are installed. When services are starting, then expected requirement versions are not present in the system, so service fails.

Please use global (same) requirements as defined in https://git.openstack.org/cgit/openstack/requirements/
