os-apply-config

Fails with tracebacks if collected json files are not maps.

Bug Description

If the collected files are not maps, os-apply-config fails with a Traceback. Non-map json files should just be ignored.

Why should we ignore them? Thats a bad input, right?

With os-collect-config not dumping all configs in anymore, I think the importance of this drops. We still should handle unexpected inputs more gracefully.
