Bug Description

The First run of os-collect-config results in error as the cfn metadata isn't in place yet

Aug 31 08:21:05 undercloud-notcompute-oliw63by5okf os-collect-config[1436]: [2013/08/31 08:21:05 AM] [ERROR] key db-password does not exist in ['/var/run/os-collect-config/heat_local.json', '/var/run/os-collect-config/ec2.json']

This is because cfn credentials arn't in os-collect-config.conf yet, they are placed there by this first run.

os-collect-config then sleeps for 5 minutes before completing successfully, this 5 minute delay should be avoided.
