Need a clear way for command line to specify "just print the metadata"

Because of the way oslo.config works, this does not work unless you are on trunk oslo.config:

os-collect-config --command=

Even with the new oslo.config, that is very unclear, so a new flag is needed:

os-collect-config --print-metadata

Which will print the metadata. Also a --no-command would make more sense than --command=.

    Add --print option to force printing

    The use case for --print is an administrator wanting to view the
    metadata that os-collect-config sees without running any commands.

    Fixes bug #1213195
